If we become aware that a building constitutes a danger to members of the public, then we have a duty to act by carrying out the work necessary to remove that danger. This would include dealing with such incidents as structural failure, storm damage and assisting the fire service or police in matters relating to the stability of buildings.

Powers exist, under Sections 28, 29 and 30 of the Building (Scotland) Act 2003, for Local Authorities to take appropriate action where any building has become or is likely to become dangerous or threatens public safety.
