11Motions

Three motions submitted in accordance with Standing Order 29 are set out below. Motions that refer to matters within the remit of the Executive, will stand referred to the appropriate body, without discussion, unless:-

(1) special circumstances exist which, in opinion of the Provost (having consulted with the Council Leader and the Leader of the main Opposition groups) requires an exception to be made;

(2) two thirds of the members present vote in favour of the matter being discussed; or

(3) the motion raises an issue with significant impact on the Council area which the Provost, having consulted with the Leader of the Council and the Leaders of the main Opposition groups, considers suitable for debate at Council.

The following motion stands referred to the Executive unless otherwise determined by the Provost, having consulted with the Leader of the Council and the Leaders of the main Opposition groups:-
(a)Bo'ness Town Centre

Council recognises the challenges faced by Bo'ness town centre due to the difficult UK-wide economic conditions, and the pressures faced by retail operators. Officers are asked to consider what interventions could be implemented to support Bo'ness Town Centre moving forward - to include a potential master-planning exercise similar to Falkirk and Grangemouth.

Council agrees that a report should come back to Executive as soon as possible to enable Elected Members to agree an approach that protects the centre, and offers opportunities for growth and that the report should explore options for the future use of a refreshed Regeneration Fund to support a master plan for Bo'ness town centre, noting the success of the current fund in relation to Slammanan, Bonnybridge, Bainsford and Langlees and Dunipace.

(b)The following two motions are reserved to Council:-

Freedom of Falkirk - Sir William Wallace Grand Lodge of Scotland Free Colliers

In recognition of its long association with Redding and the wider Braes communities since 1863, for supporting miners and their families when the pit was operational, keeping alive the traditions of the mining communities and for their charitable activities in Redding and further afield, Council grants the Freedom of Falkirk to the Sir William Wallace Grand Lodge of Scotland Free Colliers.

(c)June 2024 Jo Cox Civility Commission

Falkirk Council remembers Jo Cox, the Member of Parliament for Batley and Spen, who was murdered on 16 June 2016 and David Amess, Member of Parliament for Southend West, who was murdered on 15 October 2021.

Reiterates a statement made by Cox's husband following the tragic event where he urges everyone to "fight against the hatred that killed her."

Recognises the impact of the Jo Cox Foundation, set up in 2016, which nurtures stronger communities, champions respect in politics and advocates for a fairer world irrespective of party-political affiliation.

Notes, as part of their Respectful Politics workstream, the Jo Cox Civility Commission (the Commission) was launched in February 2023 and recommendations were published in January 2024 with the subheading 'No place in politics: tackling abuse and intimidation.'

Council further notes the Commission aims to find implementable solutions that make a difference to the issues of abuse and intimidation of elected officials; in their own words the recommendations are, "deliberately ambitious."

Highlights that the calls to action and recommendations cover topics of co-ordination, behaviour, political literacy, social media use, traditional media, police, security, Parliaments (including devolved), local governments, elections, and political parties.

This Council is asked to confirm support of the Commission's recommendations and asks the Council Leader, Provost & Chief Executive, and opposition leaders to publicly endorse these via the Commission's website, and asks that the pledge, recommendations, and information be shared to all elected members and Community Councils.

Council requests a report to the Executive which addresses how the Council has adopted or considered recommendations in existing workstreams, with specific reference to:

a) How the Council can improve risk planning for abuse at Council meetings and other events.
b) How the Council can ensure security and wellbeing resources are available to staff and elected members.
c) How we can engage with relevant toolkits such as the Local Government Association's 'Debate Not Hate' Councillor toolkit and the National Association of Local Councils' (NALC) Civility and Respect Project.
d) How the Council can work with organisations like COSLA, Elect Her and local organisations to remove barriers to Elected Office.
