Purpose

The Greener Grangemouth Programme Board (referred to as the "Town Team") fosters inclusive collaboration, champions sustainability, and helps to drive the regeneration of Grangemouth. As a non-political, transparent, and inclusive body, the Town Team brings together a wide range of stakeholders to achieve shared objectives, focusing programme priorities and assessing project opportunities that align with the programme’s goals.

The Town Team benefits from the diverse knowledge, experience, and skills of its members, each playing a vital role in achieving the Greener Grangemouth programme’s objectives. Members provide expertise in their respective areas and work collaboratively to help deliver effective solutions for the local community.

Supported by the Programme Manager, the Town Team is tasked with identifying, assessing and advising on potential opportunities, contributing to Project Business Cases, and exploring ways to progress the programme’s objectives. The Town Team will provide recommendations on project delivery to the Growth Deal Programme Board and the Scottish Government for final approval.

Main objectives

The Town Team, supported by the Greener Grangemouth Programme Manager, will:

  • Assess potential opportunities that align with the programme’s goals.
  • Develop individual Project Business Cases for approval by the Growth Deal Programme Board and the Scottish Government.
  • Collaborate with delivery partners, stakeholders, and community representatives to foster shared ownership of projects.
  • Identify and assist in addressing challenges, risks, or barriers to successful delivery.
  • Track project progress against defined timelines, outputs, and outcomes.
  • Provide regular updates to stakeholders and governance structures, ensuring accountability.
  • Assist in seeking to secure additional funding and support from other sources that compliment and can enhance the Greener Grangemouth programme.

Membership

Membership of the Town Team is open to individuals, organisations, and groups with a stake in Grangemouth’s sustainable development. Members will include:

  • Community representatives (both elected and non-elected). (3)
  • Business and industry members. (2)
  • Public sector key project representatives (e.g., Falkirk Council, NHS, environmental agencies) (5)
  • Project partners such as Forth Valley College, Forth Ports, and Scottish Canals. (4)
  • Sustainability, energy, and environmental representatives.(2)
  • Others as required. (2)

Membership structure

  • Core Team: A small group of consistent members ensuring continuity in project-level decision-making. Includes local representatives, project leads/stakeholders, and delivery partners working to a consensus. (10)
  • Advisory Contributors: Part-time or co-opted experts providing specialised guidance (e.g., transport planners, climate specialists). (4)
  • Sub-Groups: Focus areas may include housing, sustainable travel, energy, urban design, business support, waste management, biodiversity, and community engagement. (6)

Roles and responsibilities

  • Chairperson: Represents Greener Grangemouth, advocates for the programme aims, facilitates meetings, and ensures effective communication.
  • Programme Manager: Provides strategic oversight, operational leadership, and coordination. Responsible for developing Project Business Cases for approval and acting as a liaison between the Town Team, stakeholders, and governance structures.
  • Support Officer:  Management support to Programme Manager;  Project Support; Performance Management and Monitoring.  Record minutes, tracks action items and manages correspondence.

Guiding principles

The Town Team will operate based on the following principles:

  • Inclusivity: Engage a diverse range of voices and ensure equal opportunities for participation.
  • Transparency: Maintain openness in communication, decision-making, and reporting.
  • Collaboration: Work collectively to achieve shared goals and leverage the strengths of all members.
  • Sustainability: Focus on long-term, impactful solutions that align with environmental and social priorities.
  • Action and Activity:  will be focused on helping to deliver tangible actions and activities.
  • Performance:  will ensure all activities are linked to programme performance measures and these are regularly reported upon.

Meetings

  • Frequency: The Town Team will meet every two months, with additional meetings scheduled as needed.
  • Format: Meetings will be held in person and online to ensure accessibility.
  • Agenda: Agendas and relevant materials will be distributed at least one week prior to each meeting.
  • At least half of core Town Team members to be present to finalise and agree project recommendations to Programme Board. The Chair will have a casting vote in the event of an equality of votes.

Decision-making and governance

  • The Town Team will make project-level recommendations to Programme Board to ensure alignment with its objectives, scope, and broader strategic goals.
  • Project Business Cases will be presented to the Growth Deal Programme Board and the Scottish Government for approval before moving into the delivery phase.
  • Decisions within the Town Team will be made through consensus, with voting used where required.

Purpose 

Key aspects of project-level decision-making:

  • Scope & Objectives – Defining what the project will deliver and ensuring decisions align with its goals.
  • Resource Allocation – Recommending how to allocate budget, personnel, and materials effectively.
  • Risk Management – Identifying, assessing, and mitigating risks that could impact the project's success.
  • Stakeholder Engagement – Consulting with and managing input from partners, and the community.
  • Governance & Accountability – Ensuring the work of the Town Team follows the Growth Deals agreed governance structures as detailed in the diagram below.
  • Delivery & Implementation – Recommending methods, technologies, and timelines for delivery to Programme Board.
  • Performance Monitoring – Tracking progress and adjusting as necessary to remain on target.

Governance Structure

The Falkirk and Grangemouth Growth Deal programme is funded by Falkirk Council, the Scottish and UK Governments and is part of a programme of Regional and City Growth Deals. 

The Greener Grangemouth Programme is part of a portfolio of Falkirk and Grangemouth Growth Deal Projects. Falkirk Council Executive provides strategic oversight of, and approvals for, the Falkirk and Grangemouth Growth Deal including its governance and assurance frameworks. As the accountable body, the Council is responsible for ensuring that there are comprehensive management and governance arrangements in place to deliver the Growth Deal. It reports directly to the Deal Lead who will provide updates at the Scottish City and Region Growth Deal Board.

The Falkirk and Grangemouth Growth Deal Governance Board is chaired by the Chief Executive of Falkirk Council and is attended by senior officers from the Council, the UK and Scottish Government and key partners and businesses. The Growth Deal Programme Board meets every quarter and makes decisions on delivery matters and projects while making recommendations to Falkirk Council about project investments. 

The Falkirk and Grangemouth Growth Deal Projects Board and the Greener Grangemouth Programme Board (Town Team) oversee the progress, delivery, and coordination of projects within the Greener Grangemouth programme. They provide strategic advice to the Growth Deal Programme Board, chaired by the Head of Invest Falkirk. Governance is strengthened through clear accountability: Project Leads are responsible for developing detailed business cases, ensuring compliance with Investment Programmes Management Unit (IPMU) requirements, and supporting effective programme delivery.

Reporting

The Town Team will:

  • Seek approval for submission of projects from the Growth Deal Programme Board to the Scottish Government.
  • Provide regular updates to the community and relevant stakeholders.
  • Report progress monthly via Dashboards, Project and Programme Boards.
  • Report quarterly to GD Programme Board.
  • Publish an annual report summarising activities, outcomes, and plans.
  • Adhere to Growth Deal and Local Government Best Value and Transparency requirements.

Code of conduct

All members will:

  • Always act respectfully and professionally.
  • Refrain from promoting political or personal agendas.
  • Declare any conflicts of interest and abstain from discussions or decisions where such conflicts exist.
  • Recognise and adhere to governance arrangements, collective decision making and transparency requirements
  • Respect both operational and commercial confidentialities. 

Review and audit

The Terms of Reference will be reviewed annually to ensure they remain relevant and effective in guiding the work of The Team. The activities of the Town Team will be subject to audit scrutiny at appropriate times during its operational life.

Adoption

These Terms of Reference are adopted and will guide the operations of the Greener Grangemouth Town Team until amended or replaced.
