A disturbance allowance is paid to council tenants who have major repairs or replacement work carried out in their homes as part of our planned programme of works.

You will qualify for a disturbance allowance if we have carried out the following work:

  • Full central heating installation or replacement
  • Full house rewiring
  • Full house window replacement
  • Full kitchen or bathroom replacement

Please note that this does not include specialist one-off works.

The amount of disturbance allowance we will pay depends on the size of your property and type of work carried out.

The tables below show how much disturbance allowance we will pay you. These prices are for 2024/25.

Disturbance Allowance Payments

There is no need to make an application for a disturbance allowance, this will be processed automatically. We aim to make payment within 6 – 8 weeks once the works have been completed.

Disturbance allowance payments are processed based on your method of rent payment.

Method of payment

Direct Debit

Payment of the allowance will be sent to the tenant's bank account – they will be sent a letter to advise of this.

Non Direct Debit – where there is outstanding arrears or future rent to pay

The tenant's rent account balance is reduced by the allowance amount. The tenant will receive a letter to advise.

Non Direct Debit – where there is no outstanding balance or future rent to pay

When the work is complete, the tenant should fill in the Rent - request a refund form and the disturbance allowance payment can be made to their bank account. If this form has not been completed before the payment is processed, the tenant's rent account balance will be reduced by the allowance amount instead. The tenant will receive a letter to advise.
