Under part 3 of the Community Empowerment (Scotland) Act 2015, participation requests enable community participation in improving outcomes for local communities. An outcome is what results from the delivery of a public service. Participation requests can be sent to a number of public sector organisations, including Falkirk Council.

If you want to make a request, you can do so by completing the following form. This will also guide you as to who can make a request:
What will happen with your request?
- Your request will be initially checked to ensure that it contains the necessary information to allow it to be assessed in more detail
- Once initial screening has been completed, your request will be assessed in more detail. This is to ensure that it meets the requirements of the Community Empowerment (Scotland) Act 2015
- You will be advised on the outcome of your request and the reasons for this
- If your request is successful you will be advised on how you can participate in improving the outcome you have expressed an interest in
Annual Reports
We are required by the Community Empowerment (Scotland) Act 2015 to publish annual reports to inform the public about any Participation Request received by a community body.

Hallglen Community Hub
Nature of Request: In 2019, Hallglen Community Hub submitted a Participation Request to be involved in determining the outcome of the Hallglen Sports Centre which was scheduled to close.
Summary of Process: The Community Hub and the Council explored several outcome improvement process possibilities:
- Community asset transfer – Not feasible at this time but the Community Body will continue to progress plans for this possibility.
- Strategic Property Review Participation- The on-going Outcome Improvement Process for reviewing the use of public properties in Falkirk. The group will participate in this existing dialogue.
Outcome: The request remained open and discussions ongoing at the end of March 2021
Agreed Outcome Improvement Process at April 2021: Together with Hallglen Community Hub and the involvement of DTAS's Community Ownership Service an Outcome Improvement Process was agreed in April 2021.
The Community Body would like to identify community wellbeing needs through community engagement and determine if the building is fit for the purpose of taking those needs forwards. The engagement will inform the options appraisals for the building in the wider property review process and/or alternative options.
